SPECIAL EDUCATION ADVISORY COMMITTEE

VOICE has appointed as many as 40 representatives on school boards across the Province of Ontario to share their understanding of the needs of deaf and hard of hearing students. These volunteer representatives are supported by the VOICE organization through a quarterly SEAC news publication and an annual SEAC Workshop. Purpose of SEACs

The Education Act section 57.1 requires every district school board and school authority to establish a Special Education Advisory Committee ("SEAC"). The purpose of a SEAC as set out in the governing legislation is to make recommendations to the board in respect of any matter affecting the establishment, development and delivery of special education programs and services for exceptional pupils of the board.

Before making a decision about any recommendation, the board is required to provide an opportunity for the SEAC to be heard before the board and any committee to which the recommendation has been referred. However, the board is not required to accept or implement a recommendation of the SEAC. In addition, the board must ensure that the SEAC is provided with the opportunity to participate in the annual review of its special education plan, participate in the annual budget process to the extent that it relates to special education and review the financial statements of the board as they relate to special education.

SEAC representatives and alternates represent and focus on the interests of all exceptional students. VOICE for Hearing Impaired Children has appointed representatives and/or alternates across the Province of Ontario, who are in a position to share their understanding of the needs of deaf and hard of hearing students. These representatives are supported by the VOICE Central Office through regular updates and communication in the form of a SEAC NEWS publication.
